We have setup a means to provide email blasts to provide property owners timely information updates throughout the year. This would include urgent alerts the POA wants to pass along, distribute a digital newsletter and post notices for the Quarterly Board Meetings that property owners are invited to attend.
Signing up is voluntary and can be done online. You must provide a valid email address when subscribing. Along with your email address you can also update your mailing address, phone numbers and other information as part of the signup or when changes to your information occurs.

RV Camping is limited to 90 days per year and requires a permit from Coconino County.
If building, RVs can occupy and park indefinitely on the property if you have approved building plans and the required permits have been issued to start construction. There will be a special one-time construction assessment to cover increased road maintenance.

Realtor & Title Company Notice
Our roads are privately owned and maintained. They cannot be used to access property outside of Howard Mesa Ranch or 4Hills. Any use is considered trespassing. Specifically Clear Air Estates II is not permitted to use our roads.
Drive Slowly: One of the major contributing factors to the washboard effect of the roads is speed. The roads are clearly posted with 30 mph speed signs. Driving at the speed limit or below will help reduce the washboard effect.

Annual Meeting
Letter from the President
First, I would like to welcome any new residents since our last meeting in 2021 to the Howard Mesa Ranch Community. We have had a number of issues and challenges over the past year along with some successes.
There are still a number of unidentified visitors to the area which is of growing concern to us. Some absentee owners are renting their properties to unknown people who are not aware of our rules and regulations. We have provided property owners an information sheet to provide rental guests which should also be permanently posted on or near the inside front door. Additionally we have vehicle decals you can place on your windshield so you stand out as a property owner. If you need a vehicle decal let me know.
New Vacation/Short Term Rentals of 30 days or less can no longer be established as of May. Existing properties are grandfathered as long as there is no change in ownership or title.
Property owners are now subject to fines for violations of the CC&Rs and County Building Codes & ordinances. Uncorrected violations can result in fines being assessed by the POA as well as the county.
Roads Status
Roads need constant work. Even more so after the recent monsoons and increased new construction related traffic. A fee of $2500 will be collected bu the county when building permits are pulled.
Effective immediately a fee will now be assessed for new construction as an offset the cost of maintenance for heavy vehicle traffic.
Reminder that we have vehicle windshield stickers for property owners vehicles to permit easier identification.
Security/Fire
To aid firefighters we will be installing four or more 1200 gallon non-potable water tanks in various locations around our association. They will be labeled FIRE and locked with a key provided to High Country Fire.
We had a few small incidents or rubbish dumping, graffiti and are looking at installing trail type cameras where needed.
Financials
A review of the financial statement for the POA reflecting we are in good shape. Details can be viewed here.
Nomination and Election of Board.
Each year we appoint a new board. The current members expressed their interest in continuing and were reelected at the end of the meeting. For others it is not too late to become a board member are always seeking additional Board Members as we desperately need to fill the Secretary and Treasurer positions.
